Arizona tried to sign veteran Brett Keisel, but the longtime Pittsburgh Steeler stiffed the Cardinals in favor of re-signing with Pittsburgh.
Kelly played just five games with the Patriots in 2013, his first season with the club, before going down with a torn ACL. In those five games, he had 22 tackles and 2½ sacks.
Kelly, 33, spent nine seasons with the Oakland Raiders after signing with them as an undrafted free agent out of Mississippi State in 2004.
He bounced around between defensive end and defensive tackle in Oakland before finding a home inside, starting 80 consecutive games for the Raiders from 2008-12.
He had a career-high 68 tackles for Oakland in 2006 and set a career best with 7½ sacks in 2011.
But he struggled to find his form coming back from the knee injury this preseason. He started all three games for the Patriots, but did not register a tackle.
