9) Josh Gordon, Cleveland Browns

The elephant in the room for Josh Gordon is a looming suspension from the league, and that combined with a short track record is what pushes him down this far on the list. Still, Gordon was arguably the best player at the position last season (and statistically, he was easily the most productive), and his talent is undeniable.

At 6-foot-3 and 225 pounds, Gordon has the high-end speed to disrupt any defensive backfield, and his power is obvious when dealing with smaller cornerbacks. It is probably safe to say that he isn’t the best at any individual trait, but he is strongly above-average across the board, and the fact that he put up 1,646 yards in 14 (!) games with subpar quarterback play speaks for itself.

The off-the-field issues for Gordon seemingly never fade away, but if we simply evaluate his on-field ability and production, he is a tremendous player.
