No. 20-16

20. Joe Flacco – Baltimore Ravens

Joe Flacco joins Eli and RG3 on the list of QBs that at one point looked like NFL elite but are now trying to rebound from a disappointing season. Of the three, Flacco looked the best in preseason play and would be my pick of the trio to rebound and climb back up these rankings in 2014.

19. Ryan Tannehill – Miami Dolphins

Ryan Tannehill has shown the promise to be considered one of the top young QBs in the NFL. He threw for almost 4,000 yards last season behind one of the worst offensive lines in the entire league. If the Dolphins can provide him with some stability there could be a breakout on the horizon.

18. Carson Palmer – Arizona Cardinals

Carson Palmer has boom or bust written all over him this season. On one hand, he has some great receiving weapons and a proven offensive minded coach in Bruce Arians. On the other hand, he is getting up in age, is an injury risk, and throws too many interceptions. Palmer is a player that could climb this list or fall off it all together.

17. Andy Dalton – Cincinnati Bengals

I will admit that I just don’t know what to think of Andy Dalton. I think the promotion of Hue Jackson to offensive coordinator will be good for him and having one of the best wideouts in the NFL is a major plus too. So while a great year is possible there is still something that makes me hesitant. If he comes out looking great I’ll give him a nice bump up these rankings the next time around.

16. Tony Romo – Dallas Cowboys

Tony Romo has always produced big numbers but seems to hit the self destruct button at the most inopportune times. Romo has the talent to be an elite NFL quarterback, but he’s 34 years old, coming off back surgery, and has looked like he’s not fully healthy in preseason play. With how much he’ll have to throw the ball due to a poor defense I have real questions about him staying on the field this season.
