The Vice President of Officiating cannot be said to be subject to the whims of a committee to which he has no input. Part of Dean Blandino’s job description is to work closely with the Competition Committee on proposed rules changes.
The Competition Committee has had its failures in the past – the most obvious being the inability to remove the Tuck Rule for fourteen years after the Raiders lost in Foxboro on that snowy night. That being said, the head of officiating should be able to talk to members of the Competition Committee and give feedback from the officials on the field. Rules changes could theoretically be proposed to make things easier on the referees who call the game.
Instead, every year it seems new layers of complexity are added on to the already difficult job of being an NFL referee.
How much of this is Blandino’s responsibility is anyone’s guess. According to reports, however, there is growing dissension among the officials with Blandino’s leadership.
