Background
Le Chiffre is a banker for terrorist organizations around the globe, and suffers from a disease that causes him to bleed from his eye. He also uses an inhaler.
Evil Plot
Le Chiffre is introduced to Ugandan warlord Steven Obanno (Isaach de Bankole) by Mr. White (Jesper Christensen), the head of global terrorist organization Quantum. Le Chiffre plans to take Obanno’s money and short the stock of SkyFleet, an aircraft manufacturer. He plots to destroy SkyFleet’s newly unveiled aircraft, a plot which Bond foils, losing Le Chiffre millions of dollars.
Now needing to repay the debt he owes to Obanno and Mr. White, Le Chiffre enters a poker tournament (baccarat in the Fleming novel). Unfortunately for him, Bond enters the tournament as well. Bond’s assignment is to force a loss out of Le Chiffre so that he will exchange information to MI6 for protection.
Le Chiffre bests Bond at the tournament, but CIA agent Felix Leiter (Jeffrey Wright), also undercover in the tournament, loans Bond money. Upon Bond’s return to the tournament, Le Chiffre attempts to poison Bond, but Vesper Lynd (Eva Green) saves Bond using a defibrillator in Bond’s car.
Bond ultimately wins the tournament, and Le Chiffre captures him and Vesper. He tortures Bond by whipping the spy in the testicles with a rope, all in an attempt to get the password that would yield the tournament winnings.
Death
Bond does not fold to Le Chiffre’s torture. Le Chiffre threatens to castrate Bond if he doesn’t give up the information, but, before he can do that, Mr. White enters the room in order to assassinate Le Chiffre. White explains to a helpless Le Chiffre that reputation and trust is more important than money, then proceeds to fire a single bullet into Le Chiffre’s head.
