20. Blake Bortles, Jacksonville Jaguars

After taking a step forward in 2015, Bortles looks like he could be headed for a Matt Stafford-esque career. While there will be some mistakes, Bortles is going to continue to put up huge counting stats and is good enough to lead the Jaguars on a deep postseason run.

Bortles was selected third overall by the Jaguars in the 2014 draft and was quickly put into the starting role. Predictably, there were some growing pains with limited talent around him, but Bortles rebounded by throwing for 4,428 yards and 35 touchdowns in his sophomore year, making use of his terrific group of wide receivers.

The most important development was that Bortles cut his interception rate from 3.6 percent his rookie season to 3 percent in 2015. Bortles also used his receiving playmakers well, as he already looks like one of the better deep passers in the NFL.

All of the physical skills are there for Bortles with a 6-5 245 pound frame and great arm strength, giving him a tremendous ceiling. If the decision-making improves, Bortles will become a top-half starter very quickly. Expect Bortles to lead Jacksonville to a few more wins this season as well, as the Jaguars used their tons of cap space to improve on the defensive side.
