24.
Kentucky’s Tyler Ulis is the biggest riser for me after the sophomore put together a string of impressive performances in both the SEC and NCAA Tournaments.

The elephant in the room for Ulis is his size. Standing just 5-9 with a wingspan slightly over 6-1, Ulis would be one of the smallest point guards in the NBA. But Ulis plays much bigger than his size. As a sophomore, he averaged 18.8 points and 7.6 assists for a Kentucky team that lost in the second round of the NCAA Tournament. Ulis, though, delivered a 27-point performance while controlling the matchup with Indiana’s Yogi Ferrell in the Wildcats’ elimination game, helping to solidify his spot in the first round.

Ulis is an excellent playmaker with the ball in his hands. Playing behind the Harrison twins in his freshman season, Ulis shined primarily as a distributor, but he has become a scorer in his own right during his second year. Ulis is at his best when he can get into the lane, kicking out to shooters on the perimeter or getting to the foul line, where he was an 85.3 percent shooter this year.

Ulis also played his high school basketball just outside of Chicago, which should make him a fan favorite at the United Center.
