2. San Francisco 49ers

Under new head coach Chip Kelly, the San Francisco 49ers have work to do at just about every position and they have plenty of draft picks to get to work with. They also have plenty of flexibility with the amount of cap space that they have as well.

They have more than enough money to meet the financial demands of Josh Norman and it would give them another playmaker in the secondary besides Eric Reid. While the 49ers have plenty of work to do in all areas, they have allocated some early picks in recent drafts to the secondary and adding Norman could solidify their group into one of the better ones in the league.

It would also be fitting that Norman ends up in San Francisco, as that is where he played his last game in Super Bowl 50. At 28 years old, Norman is probably in line for really the only big payday of his career. It might not matter to him at this point if a team is in contention or not.

The 49ers also want to establish success early under Kelly and not put together yet another woeful season, which could lead to a major shakeup in the organization. That could mean them paying Norman whatever he wants to come play cornerback for them.
