12. J.P. Crawford, Philadelphia Phillies

J.P. Crawford is another player whose talent and rank as a prospect is higher than his placement on this list. That is not because he is not ready to take a stab at the majors, but because the Phillies have no intention of bringing up their top prospect any earlier than they have to. The club has gotten off to an unexpectedly strong start this season, which allows them to take their time when it comes to roster adjustments.

The Phillies do not have to call up Crawford, but it would not be the worst idea to do it anyway. He would benefit from playing some competitive major league baseball, and he is a mature hitter who will not be overwhelmed by the promotion, so the jump directly for Double A would likely not hurt him much.

Freddy Galvis is not exactly tearing it up as an everyday shortstop (.237 average/.265 OBP), and is better cast as a second baseman on an everyday basis. At the very least, Crawford would be a defensive upgrade while he establishes himself at the plate. Time will tell when the Phillies get in position to give their most talented possession a look.
