24. 1983-84 Washington Bullets

There might not be a franchise that had a better knack for making the NBA Playoffs with a losing record than the Washington Bullets. In fact, they’re quite prevalent on this list of worst playoff teams for a reason. After their championship window closed, the Bullets also went through a phase of down years and still making the playoffs.

With the playoff field now at eight teams per conference just as it is today, the 1983-84 Bullets had a really lean season and managed to make the playoffs. They finished with a 35-47 record and that was good enough to still get the No. 8 seed.

At 12-games under the .500 mark and about as bad as a team can be under this format to make the playoffs, Washington got the Boston Celtics first round. Surprisingly enough, they made every single game competitive and down to the wire. They even managed to steal a game in overtime. Impressive for a 35-win team all things considered.
