1. Toronto Raptors

Armed with the ability to pay him the most, the Raptors seem to be starting a full-court press to keep Lowry in the fold. Team president Masai Ujiri has remained steadfast about re-signing the All-star point guard, while also suggesting the need for a “culture reset” during his season-ending press conference.

More recently, DeMar DeRozan, Norman Powell and Raptors’ coach Dwayne Casey had a meeting with Lowry in the Bay Area. Casey apparently wanted to expose his players to NBA Finals culture, but it’s pretty clear a sales pitch to Lowry was also part of the meeting, with DeRozan and Powell involved.

Toronto can pay Lowry up to $205 million over a five-year deal, whereas other teams can only go to four years and around $150 million. An argument can be had over whether Lowry is a max player, but the NBA’s rising salary cap and added financial ammo for teams to keep their own players puts him in the mix for a max deal.

Unless Lowry has a real itch to move on, and/or sees no path to get past LeBron James and the Cavaliers in the East, a return to Toronto is the most likely scenario for him.
