NBA Free Agency 2017: 5 offseason targets for the Chicago Bulls

4. Otto Porter

Otto Porter has steadily improved over his career thus far. He barely played in his first season and then doubled his minutes in year two. Porter became a starter in year three and noticeably improved again this past season. By all accounts, Porter is a hard worker who will continue to improve as a result. He just turned 24-years-old before he hits free agency for the first time and would make a good target for Chicago.

Porter is a restricted free agent and the Wizards have stated their intentions of bringing him back. He won’t be available unless Washington makes him available. But if Porter receives a near-max or max contract offer, they may not automatically match. With two max contract guards already on Washington’s roster, signing their small forward would lock them in contractually. With Kelly Oubre potentially ready to make the jump to starter, Porter could be had with a rich deal.

The Bulls are facing a rebuilding process. They don’t yet have a player who will draw a max deal on their roster soon, only Zach Lavine could come close with good play. They can risk making a major commitment to a young player who brings all-around play and should still improve. Porter will probably follow Harrison Barnes’ lead and sign a max contract somewhere in July. The Bulls may end up being one of the teams that extends that offer.
