Heath Shuler Division

28. Jared Goff

Last year, the Los Angeles Rams lost all seven of Jared Goff’s starts. The first-overall pick threw five touchdowns and seven interceptions while throwing for a ghastly 5.31 yards per attempt. Can new head coach Sean McVay change that?

27. Tom Savage

Savage belongs in the NFL, but as a backup. The Houston Texans were hoping Deshaun Watson could come in and start, but he’s not ready. In the meantime, Savage will hold his place and hope the defense wins game.

25. DeShone Kizer

The Cleveland Browns look to finally have something at the quarterback position in Kizer. The rookie will go through growing pains, but he shows great poise in the pocket and understands how to sling it. It will be an inconsistent year, but there is real potential.

Gus Frerotte Division

24. Brian Hoyer

Hoyer is better than some realize. Last year, Hoyer started four games (played in five) for the Bears and threw for 1,445 yards and six touchdowns without an interception. He’s not a good player, but he’s adequate for a San Francisco 49ers team trying to find its footing.

23. Tyrod Taylor

Taylor has tools, but the Buffalo Bills are giving him no help. It’s very hard to see Taylor enjoying a good season with Jordan Matthews and Zay Jones as his starting receivers.

22. Jay Cutler

Cutler was retired, his wife was taking Instagram photos of his bare ass, and times were good, if not a bit freaky. Now, Cutler is back with the Miami Dolphins, looking to have one good year to ride into the sunset on. Look for a typical Cutler year: 3,700 yards, 23 touchdowns, 14 interceptions and 8-8.

21. Carson Wentz

Pundits are ridiculously split on Wentz. Some see a future star, others see a major bust. Personally, Wentz is an average quarterback with upside, although a league-high four games under 5.00 YPA isn’t getting it done.
