28. Brian Hoyer (Prev: 26)

The 49ers aren’t good around Hoyer, but he isn’t doing himself any favors. Through two games, San Francisco hasn’t found the end zone, and Hoyer has two interceptions and a 4.71 yards per attempt. C.J. Beathard might get some run soon.

27. DeShone Kizer (Prev: 27)

The Browns made the right decision by starting Kizer, but he’s been bad through two games. The raw rookie has one touchdown against four interceptions, taking far to many chances in tight windows.

26. Josh McCown (Prev: 30)

McCown moves up four spots, and it’s only because of so much rancid play behind him. McCown was passable against the Raiders, but who isn’t? All told, he’s still thrown 5.52 YPA with a pair of touchdowns and interceptions.

25. Deshaun Watson (Prev: 29)

Watson goes up four notches because he made what was essentially the game-winning play against Cincinnati. Still, the rookie is very limited in the passing game. It’s going to be a struggle with Houston, considering Watson’s greenness, the offensive line’s woes and no weapons outside of DeAndre Hopkins.

24. Andy Dalton (Prev: 21)

It’s a borderline miracle Dalton is this high, which speaks to the quarterback play in certain factions of the league. Dalton has already thrown five interceptions, most in the league. The Bengals would consider moving on after 2017 if this continues.

23. Jared Goff (Prev: 25)

Goff was mediocre against the Redskins, but he’s still light years better than the 2016 version. The former first-overall pick is eighth in yardage (530) while completing more than 66 percent of his throws. Encouraging start under Sean McVay.
