25. Blake Bortles (Prev: 25)

Bortles threw one of the worst picks in NFL history against the Chargers on Sunday, only to be bailed out by the stunning incompetence of Anthony Lynn and his team. If Jacksonville had a decent quarterback, it could go to the Super Bowl.

24. Mitch Trubisky (Prev: 27)

Trubisky is completing 51 percent of his passes, but as I write every week, it’s impossible to evaluate him. Love the tools, love the makeup, but when you have no weapons on the outside, your numbers aren’t going to be great.

23. Joe Flacco (Prev: 26)

Flacco had a bye week and now goes to play the Packers in Lambeau Field. Green Bay has absolutely no secondary, and yet Flacco will probably go something like 24-of-41 for 198 yards and two interceptions. Worst contract in the NFL.

22. Josh McCown (Prev: 22)

McCown had a rough outing in Tampa, but he’s been fairly solid for the season. Completing 69 percent of his throws with 14 touchdowns, McCown is not the reason the Jets are fading from contention.
