21. Jay Cutler (Prev: 22)

This season is exactly how Jay Cutler should ride into the sunset. The Dolphins are probably missing the playoffs, and it feels like if Cutler could be a bit more consistent, and elevate his teammates a bit more, that wouldn’t be the case.

20. Jimmy Garoppolo (Prev: 25)

The 49ers might be onto something with Garoppolo, who has both the look and stats of an intriguing young passer. Garoppolo torched the Texans for more than 300 yards in San Francisco’s 26-16 win.

19. Marcus Mariota (Prev: 21)

Mariota has been terrible this year. Titans fans can blame the coaching, the receivers, the scheme, the weather, you name it. The bottom line is Mariota was supposed to take a leap to stardom this year, and instead has 10 touchdowns and 14 interceptions.

18. Jacoby Brissett (Prev: 20)

Brissett continues to see the Colts lose, and last weekend, he had no chance in the snowglobe that is/was Buffalo. He likely goes back to the bench behind Andrew Luck come September, but he’s proven the ability to play in the NFL.

17. Eli Manning (Prev: 17)

The Giants gave Manning his job back, and he didn’t play like he wanted it. Against the Cowboys, Manning threw for 228 yards on 46 attempts, to go with two interceptions. Not ideal.
