20. Amari Cooper, Oakland Raiders

Cooper appears to be in a make or break situation. He has really struggled over the past couple years and if that trend continues he could be out the door. His fantasy value remains solid because he’s the only receiver on the Raiders who was with the team last year.

19. Allen Robinson, Chicago Bears

Robinson’s ability to win in contested situations and work in the red zone should hold his fantasy value steady. It may take a little for him to get going as he’s working back from a knee injury and in a new situation with the Chicago Bears.

18. Golden Tate, Detroit Lions

Tate sits this high in my rankings because of his PPR value. He is someone who gets a ton of targets and has a knack for getting open. Tate doesn’t offer much big-play potential, but he’s someone one you can count on each week.

17. Tyreek Hill, Kansas City Chiefs

All the Kansas City Chiefs pass-catchers make me a little nervous. We have no idea what to expect from Patrick Mahomes. He has a huge arm, but is erratic and is still learning how to play the position.

This might not impact Hill as much as the others based on the fact that he is utilized in different roles.

16. JuJu Smith-Schuster, Pittsburgh Steelers

I’m all in on JuJu Smith-Schuster. He showed a ton of potential last year even if he was a little boom or bust. The fact is the Steelers don’t have many pass-catching options outside of Smith-Schuster and Antonio Brown to steal targets.
