40. Nelson Agholor, Philadelphia Eagles

Agholor is coming off a breakout season where he showcased his big-play ability. His stock is also on the rise based on the chemistry he has developed with both Carson Wentz and Nick Foles. He has missed time this preseason with an injury which is something to monitor.

39. Mike Williams, Los Angeles Chargers

Williams is my top breakout candidate for this year. He’s working in an offense that has put up some big numbers and with a quarterback who has produced throughout his career. Williams is an elite athlete who only needs to be healthy to make an impact.

38. Will Fuller, Houston Texans

Evaluating Fuller is tough because his production really fluctuated with Deshaun Watson out of the lineup. He’s still more of a deep threat that doesn’t do much underneath. His touchdown production will be key to his overall value.

37. Jordy Nelson, Oakland Raiders

If you’re going to rely on past production than Nelson is someone you want to target. However, he’s in a new situation with a new quarterback. There’s bound to be some growing pains for this aging receiver.

36. Randall Cobb, Green Bay Packers

Cobb’s role should remain the same even after Jordy Nelson left for Oakland. He’s the No. 2 target behind Davante Adams and will be battling Geronimo Allison for targets. If Allison doesn’t take a step in his development than Cobb could be inline for increased targets.
