25. Ryan Tannehill

What do we make of Tannehill? He’s been hurt for more than a year and when he has played, he’s been an average starter. The Miami Dolphins have done him few favors, replacing Jarvis Landry with Albert Wilson and Danny Amendola. It’s tough to see a big year out of the former Aggies star.

24. Sam Bradford

Bradford is talented, but he’s on his fourth team for a reason: he’s made out of glass. Enough said.

23. Eli Manning

If Manning has one more great year in him, this is it. The New York Giants have Odell Beckham Jr. healthy and happy along with Saquon Barkley, Sterling Shepard and Evan Engram. If Manning can’t throw for 4,000 yards and 25 touchdowns with that cast, he probably needs to consider the rocking chair.

22. Marcus Mariota

What to make of Mariota? The Tennessee Titans haven’t always surrounded him with offensive help, whether it be the Stone Age coaching of Mike Mularkey or Rishard Matthews as a top option on the outside. Still, there’s no excuse to throw more interceptions than touchdowns, and with a new system and Corey Davis healthy, it’s time to prove some worth.

21. Andy Dalton

Dalton is the epitome of average. He throws a decent deep ball, can win a good team some games and will occasionally light it up. He’ll also put forth some clunkers and leave you wondering why the Cincinnati Bengals didn’t move on years ago.
