16. Derek Carr

Who is Carr? Is he the guy who many believed would be the MVP in 2016 before breaking his leg, or the player of the other three seasons which showcases talent, but significant flaws? Entering his fifth season, the hard numbers — and film — suggest the latter.

15. Jared Goff

Goff had an incredible turnaround from his first to second season. Last year, the former No. 1 overall pick shined under the tutelage of Sean McVay, throwing for 3,804 yards with 28 touchdowns and seven interceptions. If he can continue to build on that foundation, his draft slot will be warranted.

14. Dak Prescott

After an almost perfect rookie season, Prescott’s numbers fell off across the board in 2017. Without Dez Bryant and Jason Witten, it’s fair to wonder how he gets back to, or above, his first-year level. The talent is there for Prescott to win plenty of games, but the help around help isn’t.

13. Jimmy Garoppolo

Garoppolo is 7-0 in his career, and already signed a $137 million long-term deal to stay with the San Francisco 49ers. Now, the former Eastern Illinois star tries to live up to sky-high expectations. Garoppolo has all the traits to become a superstar in this league, but putting him higher than this is tough considering his inexperience.
