This tier is centered on players who are the second options on their teams. They will likely not be the clear primary option this season, but their target share makes them excellent roster fillers who can be solid bye week plug-ins, or starters if you are thin at WR or face injuries.

Since I made the comment earlier about the Rams receivers, I thought I’d do the same thing for the Dolphins for kicks. The point is you do not want to draft a Dolphins receiver before very late in your drafts, even with newly-acquired Josh Rosen under center. One might take off, but you don’t know which one it will be. The rookies in this tier could do nothing in Year 1 or they could blow up early. Since that is also difficult to tell, it is best to leave them as fliers late in your draft, if you have space on the roster.
Tier 8

These are dart throws, players who will not be drafted except for in deeper leagues. If you have a strong feeling about one of them, that’s your guy. Personally I think Cole Beasley should be a target hog in Buffalo, Mecole Hardman could become relevant early in Kansas City and Anthony Miller could become the No. 1 receiver in Chicago. But rostering any of them when the season kicks off will not hold much hope, particularly early.
