1. Houston Texans

With the trade of their next two first-round picks to the Miami Dolphins in the deal that brought left tackle Laremy Tunsil and wide receiver Kenny Stills last weekend, the Texans and de facto general manager Bill O’Brien effectively declared they are all-in for the 2019 season.

The acquisition of Stills covers some of the production gap between DeAndre Hopkins and everyone else in Houston’s passing game. But they still have a shade over $28.3 million in cap space going into the season, according to Over The Cap, and the possibility to add Brown is plenty palatable financially.

There are clear differences in perceived personality, but Hopkins and Brown would instantly form the best wide receiver duo in the NFL. Now that they’ve addressed Deshaun Watson’s pass protection, Houston can circle back and add a top-end weapon in Brown.
