10. QB Philip Rivers

Rivers had a rough-looking season in 2019, throwing 20 interceptions (third-most in the league) as the Chargers fell from 12-4 in 2018 to 5-11 last year. He is going to leave the Chargers.

With a hat-tip to Steven Ruiz of For The Win, Rivers was not quite as bad as he looked last year.

"“There are quarterbacks out there who go out of their way to protect their numbers late in un-winnable games. (*cough* Derek Carr *cough*). Not Rivers, who threw a league-leading nine interceptions when his team had a win percentage under 15%, according to nflscrapR play-by-play data. The average win percentage at the time of Rivers’ interceptions was 39.9%. Only seven quarterbacks threw interceptions in more dire situations, and only two of those players were full-time starters.”"

Rivers has a 6.5 percent interception rate when under duress last year, second-worst in the league to Jameis Winston. From a clean pocket, he was a top-11 quarterback in success rate, Expected Points Added (EPA) and yards per-attempt.

Rivers is not a long-term answer for any interested team, and his arm strength is not what it was. But he can still get it done in the right situation, and if he lands somewhere with a better offensive line a return to the upper tier of quarterbacks is well within the realm of possibilities.
