4. New England Patriots

Losing Tom Brady meant that New England had a strong start towards making this list. What the Patriots did in the aftermath of Brady’s exit was downright mystifying, creating more holes on a roster that already had issues.

Despite having major cap concerns New England chose to place the franchise tag on guard Joe Thuney, a good player getting paid a hefty price now. Thuney was likely going to the New York Jets in free agency, so the Patriots opted to block Thuney’s exit, leading to speculation that he would be dealt for draft picks.

That didn’t happen, so Thuney’s salary sat on the books as players like Danny Shelton and Kyle Van Noy walked out the door. The Patriots did little to address their needs at the skill positions, signing Marqise Lee and drafting a pair of tight ends, but their only move at quarterback was re-signing Brian Hoyer.

Jarrett Stidham and Hoyer are the only quarterbacks on the New England roster, and it is arguably the worst QB room in the division. Bill Belichick may be a wizard as a head coach but he has made his life much more difficult with this poor offseason.
