1. T.Y. Hilton

Inexplicably, the Packers still haven’t made a big move to add the sort of No. 2 wide receiver who can really unlock the team’s aerial attack. Davante Adams can’t continue to carry the team’s receiver room if they want to become champions.

Hilton doesn’t profile as the dominant No. 1 option he was during his prime, but he would comfortably give Green Bay one of the better second options in the league. Rodgers would quickly fall in love with his crisp route running and outstanding hands on intermediate routes.

Hilton is likely searching for a multi-year deal in free agency and the Packers should have considered giving in to those demands. Giving him a two or three-year contract at anything under $10 million per season could have given the team outstanding value.

As it stands, it appears that Green Bay will be forced to either shop in the bargain bin of NFL free agency for a No. 2 wide receiver or land one with a high draft pick. Neither provides the sort of certainty and upside that landing Hilton would have. Mark passing on him as a big mistake by the Packers’ front office.
