25. Mike Glennon – Tampa Bay Buccaneers- previously unranked

Mike Glennon would likely be even higher up this list had Tampa Bay been wise enough to just commit to him as their starter from the moment that Lovie Smith and his staff arrived. Instead, they wasted time and snaps on career backup Josh McCown. Glennon has shown promise in his limited starts both last season and this season and should have the rest of this year now to prove he is their long term answer.

24. Kirk Cousins – Washington Redskins – previously unranked

Kirk Cousins looked like he might just be the better option for the Redskins after RG3 went down. However, as time has gone by the holes in Cousins’ game have started to show. Still, he’s put up some good numbers and is still a developing QB. Cousins’ may not keep RG3 from getting his job back, but he may be playing just well enough to get another shot somewhere else down the road.

23. Ryan Fitzpatrick – Houston Texans – previously unranked

Ryan Fitzpatrick isn’t exciting. He isn’t flashy. He isn’t likely to make any Pro Bowls or be anyone’s long term answer at the QB position. He has been a competent place holder for the time being for the Texans. He may not have a very high ceiling, but he’s done less to lose games than some of the other QBs in the league.

22. Ryan Tannehill – Miami Dolphins – previously no. 19

I was high on Ryan Tannehill coming into this season. I really believed that with a revamped offensive line that Tannehill would have a break out season. Thus far, that hasn’t happened. He’s only averaging a measly 5.8 yards per attempt and just doesn’t seem to be all that comfortable. His head coach’s refusal to stand up for him in the media can’t have helped things much either.

21. Brian Hoyer – Cleveland Browns – previously unranked

I’ve been pleasantly surprised by Brian Hoyer so far this season. I wasn’t sure he’d be able to replicate the success he had in his limited starts last season and figured it was just a matter of time until Johnny Manziel took over the offense. However, it appears that Hoyer has the job and plans on keeping it despite the fact that they don’t have any marquee wide receivers with Josh Gordon out.
