2. Tampa Bay Buccaneers

The Buccaneers have plenty of questions to address during the offseason, right up to the job statuses of head coach Dirk Koetter and general manager Jason Licht. But a parallel question, and probably the biggest question, is who the quarterback will be going forward.

Ryan Fitzpatrick will be a free agent, and he’s as good as gone. Jameis Winston has a fifth-year option for next year, but that nearly $21 million is only guaranteed for injury.

So there’s some risk in playing Winston as they are right now, since if he is injured and can’t pass a physical come March Tampa Bay will be on the hook for that money.

The Redskins were in a similar situation with Robert Griffin III a few years ago and deactivated him all season to avoid that substantial injury-forced guarantee.

The Buccaneers have good skill position talent to put around a quarterback, as evidenced by the good moments Fitzpatrick and Winston have had this season.

If nothing else Flacco would be a stabilizing force under center for Tampa Bay, regardless of who the head coach is, with fewer fantastic highs but also far fewer incredible lows.
