27. Cleveland Browns

Historically, the Browns are the Steelers’ biggest rivals. This isn’t happening in a million years.

26. Philadelphia Eagles

The Eagles are wildly over the cap and Pittsburgh isn’t going to trade him within the state.

25. Cincinnati Bengals

Again, we’re talking about a division rival. Brown isn’t going to be playing for an AFC North team.

24. Kansas City Chiefs

The Chiefs are an elite AFC team with Sammy Watkins and Tyreek Hill. They aren’t getting involved here.

23. Los Angeles Rams

The Rams already have receivers in Brandin Cooks and Robert Woods, not to mention Cooper Kupp. Plus, they’ve traded away plenty of picks in recent years.

22. Jacksonville Jaguars

Jacksonville doesn’t have much cap space to work with, even when factoring in some easy cuts. The Jaguars are going to need any available cap space for a quarterback, anyway.

21. Minnesota Vikings

There’s no way the Vikings are taking Brown on with only $10 million in projected cap space and pair of studs already on the outside.

20. Miami Dolphins

Few teams have invested more into their wide receivers recently. Miami has a first-round pick in DeVante Parker, a trade acquisition in Kenny Stills and signings in Albert Wilson and Danny Amendola.

19. Arizona Cardinals

The Cardinals could certainly use Brown, and the Steelers would prefer he goes to the NFC. However, Arizona isn’t trading its top pick for anything other than more selections to rebuild that roster.
