4. Buffalo Bills

When Brown was theoretically available as the Pittsburgh Steelers looked to move on, a deal sending him to the Bills was reported in the wee hours. But going to Buffalo didn’t appeal to him, and it never actually came to fruition.

The Bills added John Brown and Cole Beasley to their wide receiver group for quarterback Josh Allen in free agency, and they added some running back depth to the point that they were able to cut LeSean McCoy. But they still have nearly $25.5 million in cap space heading into the season (via Over The Cap), and could make a move to add Brown on the back end of his Oakland release.

The Bills have to protect their accuracy-challenged young quarterback from the wrath of someone like Brown, but the upgrade in talent can’t be turned away from. If Brown lacks good options (and he very well might), it may become sign with the Bills or sit out the 2019 season.
