29. Jameis Winston

The Buccaneers have to be dreaming about Tua Tagovailoa, Justin Herbert and Jake Fromm. Winston threw three more interceptions — two pick-sixes — in a home loss to the 49ers.

28. Josh Allen

The Bills pulled off a comeback win over the Jets, but Allen played poorly. He amassed four turnovers in the first half and runs at the first chance. The tools are there. The results are not.

27. Kyler Murray

Murray was horrific for the first 40 minutes of Arizona’s game against the Detroit Lions. Then, suddenly, Murray and the Cards came alive to salvage a 27-27 tie. The Heisman Trophy winner needs to be rolled out and schemed for, but he is an exciting watch.

26. Case Keenum

Keenum is a stopgap until Dwayne Haskins takes over, but he was brilliant on Sunday. The Redskins blew a double-digit lead to the Philadelphia Eagles, but Keenum wasn’t at fault, throwing for 380 yards and three touchdowns.

25. Mitchell Trubisky

The Chicago Bears would be going to the Super Bowl if Trubisky wasn’t so incredibly limited. Nobody was more disappointing in Week 1 than the former No. 2 overall pick.

24. Joe Flacco

Flacco’s numbers aren’t bad (21-of-31 for 268 yards and a touchdown), but the tape was. Flacco missed open receivers and didn’t elevate the offense in any meaningful way. To be fair, the offensive line is a sieve, but that’s likely a situation he’ll have to deal with all year.
