3. Las Vegas Raiders

The Raiders need plenty of help in the secondary, coming off a season where they were bottom-10 of the league against the pass (256.7 yards per game) with the second-fewest interceptions in the league (nine). Opposing quarterbacks posted the second-best passer rating against them (103.8), along with the second-highest yards per completion (12.9) as they came in 30th in Football Outsiders’ pass defense DVOA.

Byron Jones may be the apple of the Raiders’ eye on the cornerback market, and with over $55 million in cap space they can meet what he’s expected to command ($16-$18 million per year?). But with plenty of holes to fill across the defense Harris is an easy fallback option, and the Raiders are firmly on the list of rumored suitors.

Harris may like the idea of facing the Broncos twice a year going forward, and that is an angle Mike Mayock and Jon Gruden should play up. But they also have an enticing situation, as a team with money to spend and ample draft capital to foster a rise next season.
