The Baltimore Ravens struck gold when they added Jacoby Jones to their roster, as he’s paid off more than a few times for the team. Most notably he returned a kickoff for a touchdown in Super Bowl XLVII which helped rejuvenate his team and push them towards winning the Lombardi Trophy.

He also has developed into a speedy deep threat, something that teams are coveting all around the NFL. It’s for this reason that Baltimore is nervous about their chances to bring Jones back, as the cash strapped Ravens may have to let him walk if another team offers him a large deal.

Per the Baltimore Sun:

"If Jones is looking for the $4 million he earned last season through a $3 million base salary and a $1 million roster bonus, then he’ll likely be regarded as an unaffordable luxury item due to the Ravens’ relatively tight salary-cap situation."

There’s no guarantee that Jones will be lost in free agency, but the chances of that happening are starting to increase. A lot can happen before he hits the open market, but a deal before March isn’t something that is likely to happen.
