Moore was benched as a healthy scratch, according to the San Francisco Chronicle, after a key drop that may have cost the Raiders a chance to tie their game at New England last week.
Streater, meanwhile, has an injured foot.
Moore has eight catches in 20 targets this season for 60 yards. Streater has caught nine passes in 13 targets, gaining 84 yards with one touchdown.
Oakland is ranked dead last in the NFL in total offense, gaining an average of 254.3 yards per game while starting the season 0-3.
The Raiders will have running back Maurice Jones-Drew available. He’s been out since the opener because of a hand injury. In his first season in Oakland, the former All-Pro had 11 yards on nine carries against the New York Jets on Sept. 7 before he was injured.
Wide receiver Mike Wallace was dealing with a hamstring injury this week, but will start for Miami. He has 17 receptions in 31 targets this year for 211 yards and two scores for the 1-2 Dolphins.
