Phelps is serving a six-month suspension as a result of his DUI arrest on Sept. 30 and won’t be able to compete in USA Swimming-sanctioned events until April 2015. It was Phelps’ second drunk-driving incident, has was arrested on the same charge in Maryland in 2004 and ultimately received 18 months probation after striking a plea deal.
Despite the setback that comes with the suspension, Lochte believes that Phelps will still have the passion for the pool once it concludes and be ready for the 2016 games.
"“There is no doubt in my mind that he’ll be back in the water,” Lochte said. “He loves this sport. He loves the excitement of getting on the blocks to race. … Once you’re in that racing mode, it’s hard to get rid of. I think that’s why he came back. He missed that excitement — racing the best people in the world.“There’s no doubt in my mind he’ll be ready for Rio.”"
It’s no doubt best for the sport of swimming for Phelps to complete in the Olympics. Phelps is the most decorated Olympian of all time, with an astounding 22 medals, and is far-and-away the most popular swimmer of all time.
Phelps initially retired after the 2012 Olympics, but announced in 2014 that he was making a comeback.
