The fans made the structure at the Reagan National Aiport, according to a story by the Washington Post, and they did use only the cans, not actually the seafood in the cans. As for why, it was to participate in a competition called Arlington’s annual Canstruction competition, which runs from November 14 to November 22nd in the airport’s main terminal baggage claim. Canstruction competitions are held all over the country, in 150 different cities, and feature large statues or sculptures made out of food cans. The cans are donated to hunger relief groups after the competition.

A big DC sports fan and leader of this Canstruction team was Samuel Robinson of KGD Architecture. He got his team on board with a Werth gnome, and only days later, the Nationals started hiding autographed Werth gnomes around the city to give away playoff tickets. Robinson took that as a good sign for his project.

Robinson talked further about how he chose the cans. He decided to go to Trader Joes and he picked seafood because the smaller cans would allow him and his team to give the Werth gnome statue more intricate detail. The group was also happy with the fact that seafood is gluten free, just like Jayson Werth.

Robinson revealed that he spent a week making a digital model of the statue, then the group of 10 spent six hours building it with 2,263 cans of seafood. Robinson and his group called the project Gnome-ore Hunger and they say they hope that Werth himself will come visit it.
