21. 1994 Chicago Bears (9-7)

The Chicago Bears are responsible for producing some of the greatest NFL teams in the history of the league, particularly with their runs in the mid 1980s. However, once they had moved on to the 1990s, things were much less favorable for the Bears as a whole. Subsequently, the 9-7 Bears in the 1994 NFL season come in just outside the top 20 of these rankings.

Steve Walsh and Eric Kramer split the starts for the Bears at quarterback in the 1994 season and they weren’t awful, but were instead merely average as they combined for 18 total touchdown passes and 16 interceptions. However, their offense was severely hindered by a lackluster running game led by Lewis Tillman who managed only 899 rushing yards despite getting 275 carries on the year. Their offense simply couldn’t score or produce consistently enough to get them too far ahead of .500.

In fact, this team wouldn’t have been at .500 or slightly better if not for a marginally above-average defense. The Bears defense capped off the top 10 in the NFL in terms of points allowed per game, but they weren’t overwhelming by any stretch. Somehow, the offense had the game of their life in their first playoff matchup to score 35 points to get a win, but both sides of the ball came up short against the juggernaut San Francisco 49ers in the next round, getting destroyed 44-15 and being eliminated from the postseason.
