28. 2001 Tampa Bay Buccaneers (9-7)

The Tampa Bay Buccaneers won the Super Bowl in 2002 off of a 12-4 regular season and looking like one of the best teams through most of the season. However, in the year prior they also made the postseason with many of the same pieces involved. That team, though, was far from a Super Bowl contender and was clearly an average team one step away from being that type of high quality NFL team.

This was in the era when the Bucs had an absolutely fantastic defense led by the likes of Derrick Brooks, John Lynch, Ronde Barber, Warren Sapp, and so on. That unit was as good as you would expect them to be in 2001 and is one of the primary reasons why this team was able to win nine games on the season. However, their offense, despite having talent, just wasn’t anything special at all.

Brad Johnson was as average as he’d ever been in playing quarterback in Tampa Bay in 2001 (he pulled a big season out of nowhere the next season, though) and their rushing attack with Mike Alstott and Warrick Dunn wasn’t nearly as potent as those two names would likely have you believe it was. This team wasn’t awful, but they were undeniably mediocre and were thrashed in their lone playoff game by the Eagles.
