10. Titans sign WR Rishard Matthews

Contract: 3 years and $15 million. $2.5 million signing bonus.

Rishard Matthews isn’t exactly a household name, which might make people wonder why he is even on this list. However, while Matthews may not be a star, he is an above average receiver going to a team that needs him. The Titans were at the bottom of the league last year and one reason for this was a lack of playmakers. Their top WRs last year were Harry Douglas, Dorial Green-Beckham and Kendall Wright.

The Titans recognize that if they want Marcus Mariota to grow, they need to surround him with better playmakers, and that is just what they did. Additionally, the Titans did not overpay for Matthews; this is the right price for a wide receiver of his caliber.

Matthews is coming off the best season of his career with the Dolphins, where he had 43 receptions for 662 yards and four touchdowns in only 11 games. At 26 years old, Matthews still has room to grow as a player. The former seventh round pick doesn’t possess elite physical skills, but he is a hard worker who can grow with Mariota to help improve the Titans passing attack. He is the reliable possession receiver that this team needs at a very reasonable price.
