Nobody knows the exact system to determine NFL compensation picks outside the league office, but the standard notion is that when a player leaves a team via free agency, the system rewards said team with a pick based on contract and performance of said player.

The Bengals, Packers, Raiders and Cowboys all ended up with four picks after watching a bevy of high-end talent leave last year. Green Bay, for example, watched as Micah Hyde, Julius Peppers, T.J. Lang and others went elsewhere.

It should also be said that these picks can be traded. Until a few years back, compensation picks were not allowed to be dealt, but that has changed.
