4. Buffalo Bills

Current cap space: $82,824,551

Led by a top-ranked defense, the Buffalo Bills did some great things in 2019. Finishing 10-6, making the playoffs, and challenging the New England Patriots for the division title indicate a lot of progress was made.

Although, the defense deserves most of the credit and praise for making all of that happen. Realistically, the Bills probably left a couple of more wins out on the field.

Why? Because the defense put them in positions to win, but Josh Allen and the offense just couldn’t get it done.

They scored 314 points. That was 23rd in the NFL. Passing the ball, they had the 26th-fewest yards (3,229) and had the 24th-fewest passing touchdowns (21). Not good.

Hypothetically, add Cooper to the offense. Like the Cardinals, the Bills invested an early pick on their quarterback. Allen was working with respectable NFL players like John Brown and Cole Beasley at receiver in 2019. Brown had 1,060 yards and Beasley was a nice underneath option. But, does that sound like enough?

Cooper would take that offense and make it look completely different. He would also give Allen more confidence to throw the deep ball.

If you’re really sold on dethroning the Patriots, you have to be all in.
