2. Jacksonville Jaguars

The Jaguars spent the offseason offloading expensive veterans, notably including finding a sucker (the Chicago Bears) to trade for Nick Foles. So Gardner Minshew is the unchecked starting quarterback, and it’s worth wondering if he’ll be just good enough to win a notable chunk of games and take Jacksonville out of tanking for Trevor Lawrence or Justin Fields.

At least for this year, Jacksonville has cleared the deck for Minshew. But let’s not forget he was a sixth-round pick in 2019, and the ruby slipper could very well fall off his mustached-faced foot this year. If he is incredibly bad or gets hurt, it’s safe to assume Mike Glennon would not be better than Kaepernick as a fill-in. Which really says more about Glennon than it does Kaepernick.

The Jaguars were in on Andy Dalton before he signed with the Cowboys, before settling for Glennon. So they would presumably still be looking for an experienced backup quarterback if one were out there, and Kaepernick would certainly be worth a look.

In Jacksonville, as unlikely as it looks on the surface, Kaepernick would find a possible path to starting games even if Minshew were healthy. If the tank  winds up being on for 2020 at some point, having Kaepernick in place might make a quarterback change more palatable.
