5. Dillian Whyte

Dillian has been a top contender for a number of years now, but still has not gotten his title shot. He was in a very fun fight against Anthony Joshua in 2015, and even stunned Joshua in the bout. He came pretty close to pulling off the upset, and gave a good account of himself. Since then he has put together some solid wins against the likes of Joseph Parker and Dereck Chisora, but he lacking a win against the true top players in the division.
Whyte has a very solid resume, and has been on nearly a five-year win streak. While he may not beat any of the marquee fighters in the division, he has beaten his fare share of respectable opponents, and at least deserves a shot against one of the big dogs.
While he waits for his chance at a title, a fight with Andy Ruiz would be very interesting to make. Both men can wait it out and hope to get another shot at one of the top guys in the division, but if they were to fight, the winner would be in prime position to get a title shot, as they’d be the clear fourth-best fighter in the division.
