Rod Marinelli was strongly considered alongside Hue Jackson for this spot. But Marinell’s tenure with the Lions produced ten wins in three years, including the 0-16 season. Though Jackson had the 8-8 season with the Raiders before being let go, his win percentage in Cleveland (0.088) lands him on this list.

Two seasons combined with one win in 2016, including the winless record in 2017, is enough to land in the top 5. What makes it more appalling is that the following year, a couple of members from the winless squad: Jason McCourty and Danny Shelton, joined the Patriots and wound up with rings on their fingers, McCourty making an essential play in the win over the Rams.

The stories of alleged tanking may explain why such ineptitude occurred during Jackson’s tenure in Cleveland, but given the results, it doesn’t fully explain what happened during that stretch. Whatever the reason is, Jackson’s run in Cleveland was dreadful and confines him to this list.
