4. 1991 Indianapolis Colts
Points Per Game: 8.94

Not only did the 1991 Indianapolis Colts have one of the worst offenses in history, they were one of the worst teams ever. Their paltry 143 points pales in comparison to the -238 point differential. They won just one game that entire season, and of course, it was against the New York Jets.

Like the Raiders, there are some names here you might recognize. Jeff George was the team's starting quarterback. Eric Dickerson was the team's running back. How were they this bad? Well, Dickerson was clearly less than a shell of his former self. He averaged just 3.2. George wasn't much better, throwing for 10 touchdowns and 12 interceptions. It was as low-impact as an offense could be.

The Colts scored in the single digits nine times in 1991. What's worse is their schedule was incredibly easy. Most of their opponents had a losing schedule. This makes them worse than most of the other 1-15 teams in history.

Also like the Raiders, the Colts failed to get a franchise-changing player with their first-overall pick in the 1992 NFL Draft. They took Steve Emtman first overall, who had an injury-riddled career that never really went anywhere. They also traded quarterback Chris Chandler for the second-overall pick, and they took linebacker Quentin Coryatt. The next two picks were future Pro Bowlers Sean Gilbert and Desmond Howard. It was a terrible draft, the only one since 1984 to produce zero Hall of Famers.
