Lochte told TMZ Sports that Phelps makes “dumb decisions,” among other things.
"We reached out to Phelps’ Team USA swimming teammate and asked if he was concerned for the Olympic legend … to which Lochte replied, “I’m not concerned … he just makes dumb decisions.”Lochte continued, “He has so much money to get a driver. I even have a driver. Just stinks for the sport of swimming.”“But he will become smarter from this. Luckily he did not hurt himself or someone else.”"
It’s certainly an interesting move by Lochte to go after Phelps, though there’s no arguing that Phelps showed poor judgement, as Lochte implied.
Phelps was going 84 miles per hour in a 45 zone with a blood alcohol content nearly twice the legal limit when he was pulled over and ultimately arrested for a DUI on Tuesday in Baltimore, Maryland, according to TMZ Sports.
Phelps apologized for his behavior after he was released.
(1/3) Earlier this morning, I was arrested and charged with DUI, excessive speeding and crossing double lane lines.

(2/3) I understand the severity of my actions and take full responsibility.

(3/3) I know these words may not mean much right now but I am deeply sorry to everyone I have let down.

Phelps has earned 22 medals during his Olympic career, the most of any competitor in its history. Lochte has 11 Olympic medals to his name.
