Cleveland Browns GM Ray Farmer suggested in a roundabout way that he doesn’t believe Johnny Manziel can be an elite quarterback.
Johnny Manziel suffered through an incredibly disappointing rookie NFL season, and capped it off by missing practice due to a party that he had thrown the night before. The one big concern surrounding him was whether or not he could get himself together off of the football field.

Cleveland is now having concerns about their future at the quarterback position, and they aren’t sure whether or not Manziel is going to be the guy for them long-term moving forward. He definitely has the talent to turn himself into a good starting quarterback, but can he ever get himself to being an elite playmaker? At this point in time, it’s extremely hard to make a guess at that.
Ray Farmer is the Browns’ general manger and the man that made the trade up to draft Manziel. He was asked that same question, and he seemed to say that he didn’t believe Manziel could turn into an elite quarterback.
Ray Farmer, asked if Manziel could develop into an 'elite' QB, said: "I do think he can develop into a solid starter in this league, yes."

Obviously he didn’t come right out and say that he didn’t think Manziel could be elite, but he skirted completely around the question. This season finished with Manziel throwing for 175 yards, no touchdowns, and two interceptions. He did end up running in a touchdown from 10 yards out against the Buffalo Bills.
It is going to be a very interesting offseason for the Browns, as they make decisions on whether or not Manziel is their guy for next season. Brian Hoyer is a free agent, and there is a guy named Jay Cutler that the Browns could make a move to acquire. There are plenty of things that Cleveland could do, but it all hinges on just how good they believe Manziel is.
