Brian Hoyer only Cleveland Browns QB since 1999 with winning record

The Cleveland Browns are 1-1 to start the season with Brian Hoyer as their starting quarterback.
Combined with his three wins in three starts last season before he went down with a torn ACL, that makes the Browns 4-1 when he starts.

In all, Cleveland is 78-164 (a .322 winning percentage) since returning to the NFL as an expansion franchise in 1999 and are on a string of six consecutive seasons with 10 losses or more.
Since they’ve been back, they’ve only avoided double-digit losses three times and have posted just two winning records (10-6 in 2007 and 9-7 in 2002).
They are also 0-1 in the playoffs—losing a wild-card playoff game at Pittsburgh after the 2002 season.
The coaching staff has been just about as stable as the quarterbacking situation. Since coming back, Cleveland has had eight head coaches—Chris Palmer (1999-2000), Butch Davis (2001-04), Terry Robiskie (2004), Romeo Crennel (2005-08), Eric Mangini (2009-10), Pat Shurmur (2011-12), Rob Chudzinski (2013) and Mike Pettine (2014).
Sometimes, things really are as bad as they appear to be.
