1. Philadelphia Eagles

The Eagles have plenty of question marks at wide receiver, with DeSean Jackson and Alshon Jeffery coming off injury-shortened seasons and general manager Howie Roseman calling for J.J. Arcega-Whiteside to make a noted rise in his second season.

With free agency picked clean now, Philadelphia is set to turn toward the draft to add a wide receiver. But Sheil Kapadia of The Athletic has suggested them as a possible suitor for Samuel, perhaps with a mix of players (cornerback Sidney Jones?) and picks to offer in a trade.

Tight end Dallas Goedert and running back Miles Sanders look like significant future pieces for Philadelphia. Arcega-Whiteside and fellow wide receiver Greg Ward may also grow into notable roles. But the Eagles need to keep adding young weapons around Carson Wentz.

Samuel fits that bill as a young player, with one cheap year left on his rookie contract. It’s also possible they can sign him to an extension at a reasonable rate, which fortifies the idea it’s worth giving up solid assets in a trade with the Panthers. Roseman is not one to rest on his laurels if there’s an opportunity to make a suitable deal.
