Cecil Shorts III, WR (Jacksonville Jaguars)

2014 cap hit: $1.5 million

The story with Cecil thus far in his career has been injuries. Shorts was hampered by hamstring injuries all season last year, and that limited his productiveness as the primary receiver for Blake Bortles in Jacksonville.

Shorts has also struggled with consistency, as last season he suffered some key drops in poor situations. As the Jaguars number one receiver, he had the ability to make incredible plays and provide a spark for the offense, but he also disappeared for stretches.

Cecil Shorts will be receiving a much more cap-friendly deal when free agency rolls around on Tuesday. As a first receiver, he leaves much to be desired; as a second or third option he is well above average. A team in need of bolstering their receiving core without completely reconstructing it would benefit greatly from a cheap playmaker who they will not need to rely upon.

This is not exactly the ideal situation described above, but the Browns need receiver help, Shorts is from Kent and he has show interest in returning home.
