15 biggest NFL quarterback busts of all-time

Before the Pac-12 became relevant again with the rise of programs like Oregon, Stanford, UCLA, and Utah, there were really only two top-notch programs in the early 2000s in the then Pac-10: USC under Pete Carroll and Cal under Jeff Tedford.
Tedford’s Golden Bears had great offensive weaponry with most notably quarterback Aaron Rodgers and later running back Marshawn Lynch. Even before Rodgers was the Golden Bears’ star quarterback, Kyle Boller had elite arm talent in the Pac-10 rivaling USC’s Carson Palmer.
Palmer would win the 2002 Heisman Trophy and be the No. 1 overall pick the Bengals in the 2003 NFL Draft. Boller would go to the Baltimore Ravens at No. 10. While Palmer playing his best ball now under Bruce Arians with the Arizona Cardinals, Boller has been out of the league since 2011.
Boller may have had one of the strongest arms to have entered the NFL Draft in the last 15 years, but he was neither accurate enough or healthy enough to leave a positive impact while with the Ravens. He was eventually benched by former head coach Brian Billick in favor of the late Steve McNair in 2006. After another dismal 2007 NFL season, Boller was done with his stint in Baltimore.
He would spend three more years as a backup with the then St. Louis Rams and later the Raiders before retiring after the 2011 NFL season. Boller finished his career throwing for 8,931 passing yards, 48 touchdowns, and 54 interceptions. His career completion percentage was 56.7 and his career passer rating was only 69.5.
